NHTSA complaint #11751435 — an unverified report by a vehicle owner.
About six months ago, I lost the heated steering wheel functionality in my steering wheel, then from there, I slowly lost functionality like cruise control, and the most recent now my airbag and horn do not work. If you press on the horn, it is silent, and the airbag light has been illuminated consistently for the last couple of months. I had this issue diagnosed and it came up with the codes of B1346. And B1481. After some research, these issues are the result of a bad clock, spring and cause the airbag and horn not to work. Additionally, this issue is known to this model the 2011 Kia Optima, and has been recalled in most production cases of this vehicle, but my vehicle is not included. I received a quote for $876 from a dealership to get this corrected, but it should be included in the recall.

NHTSA complaint #11742371 — an unverified report by a vehicle owner.
The vehicle is experiencing sudden engine stalling while in motion, a known safety hazard. Despite a documented maintenance history with no issues, the dealer (Bayside Kia) is attempting to deny a Theta II Settlement claim by shifting the narrative to 'engine sludge,' which only appeared as a symptom in June 2025( Walmart oil change) alongside engine performance issues. The vehicle has active codes P0014 and P0017, which are secondary symptoms of the internal bearing wear and metallic debris contaminating the oiling system. KDS Diagnostic tests showed Cylinder 1 at 0.16mm (approaching the 0.20mm failure limit). This clearance proves the connecting rod bearings are worn and reaching the failure threshold; this mechanical wear is the root cause of the engine's inability to operate safely. The presence of metallic debris in the oil is the definitive signature of the Theta II manufacturing defect. Furthermore, the dealer acted in bad faith by attempting to charge for Airbag repairs (Codes B1346/B1481) that are covered under the 15-year Clock Spring Warranty Extension (CS1102). The dealer has dismissed my qualifying maintenance documents, claiming they are 'not official,' which is a direct violation of the Magnuson-Moss Warranty Act. A manufacturer cannot deny a warranty claim because services were performed at third-party facilities, nor can they deny a claim without proving 'exceptional neglect.' I am reporting a refusal to honor a court-ordered safety settlement and an attempt to return an unsafe, stalling vehicle to the road. There is no evidence of engine abandonment or exceptional neglect. I’m considered "in compliance" if I can show I didn't go more than 14 months without servicing or a certain mileage between oil changes. The dealer's dismissal of verified third-party receipts and bank statements is a bad-faith attempt to ignore an inherent manufacturing defect documented by a 0.16mm BCT result and metallic debris.

The horn stops working, steering heat stop working, control functions and air bag warning. I changed the clock spring and it fixed all those issues the first time but within 6 months all those issues happened again. Is there something more wrong?

As in May 2025 , I purchased 2013 Kia Optima LX sedan with airbag already deployed before bought it. And in June 2025 I took my car to nearest Kia dealership , I found out that I had recalls over other things as well. I made Kia dealership to look at the airbag and do inspection on it. None of Kia employees did not informed me about the airbag, CARFAX information about previous incident to this car before I purchased.

I purchased in July 2020, from sept 2020 I've had it at the dealership with shuddering, stalling and loss of acceleration. I originally thought fuel pump or transmission but kia said no. then in 2022 I received a letter from kia corporate stating low pressure fuel pump failure. so i called the dealership and told them the letter states everything I had been in to see them about numerous times. made an appointment they said they found an error but had no fix. I complained heavily due to the fact I sat there for 4 hours, and they knew they had no fix as of yet. It was too dangerous like this. so the Manager said he'd just replace it with a whole new fuel pump but it could also fail. I sent the car in for 4 days just to find out they did not replace it. they only changed the fuel filter. stating kia wont let them put in a new pump due to their system not showing any other issue. The problem persisted and multiple visits to kia to no avail. Then on top of that my air bag light came on Jan 4, 2024. They said it was my responsibility it's not covered 1138.67 it would cost me. Then in Feb kia corporate sent me a letter about airbags. I did not go back because the light eventually went off by itself without a fix, then April 17, 2024 the original problem got even worse, shuddering, lack of acceleration , stalling feeling. Dec. 10, 2025 back to Kia. they have a code for dual clutch and flywheel so they ordered it & had my car for 19 days. I called numerous times to see about progress. I was told they are trying to chase down a code with a tech line. 7 days after that I picked it up & they said they did not change out any parts because there was no code. They only did a cap discharge. I have my car back now after 19 days & it's still not fixed. I called Jan5, 2026 and they said if kia is to fix it they need a code to be present or it'll cost me several thousand, even if its a known issue. so far it's been in the shop 9 times and 24 days total.

The contact works as an investigator for the Utah Motor Vehicle Enforcement Division. The contact was investigating a 2014 Kia Optima with a salvaged title and reported that the air bags failed to deploy in a front-end collision. The contact stated that the air bags may have been removed or the air bag sensors were disconnected. The contact stated that while the driver was driving at 30-35 MPH, the brake pedal was depressed but the brakes failed to stop the vehicle. The vehicle crashed into another vehicle. The air bags failed to deploy. No warning light was illuminated. The driver's face struck the steering wheel upon impact. The driver received medical attention. A police report was filed. The vehicle was towed to a tow yard, where the insurance company investigated the crash, but had not yet deemed the vehicle totaled. The manufacturer was not made aware of the failure. The failure mileage was unknown.

To: Administrator National Highway Traffic Safety Administration (NHTSA) 1200 New Jersey Avenue SE Washington, DC 20590 USA Subject: Formal Safety Defect Claim Regarding Unaddressed Recalls — 2012 Kia Optima Hybrid (VIN: [XXX] ) From: [XXX] Email: [XXX] Phone: [XXX] Vehicle Information: - VIN: * [XXX] ** - Make / Model: 2012 Kia Optima Hybrid - Mileage: approx. **250,000 miles** - Current Location: Moldova (vehicle manufactured in Korea for the US market) --- ## Summary of the Problem I am writing to file a **formal safety defect claim** regarding my 2012 Kia Optima Hybrid, VIN * [XXX] **, which, despite having documented recall campaigns, has never had critical parts replaced. As a result: 1. **Internal scoring and scratches (zadir)** have been detected within the engine, consistent with **metal shavings / debris** circulating in the oil system. 2. There is **metallic residue (shavings)** found in the oil pump, which strongly suggests that worn or damaged components (likely from a manufacturing defect) were never replaced during the recall. 3. Given the extraordinarily high mileage (≈ 250,000 miles), the continued use without the required recall repairs poses **significant safety risks** and potential for further engine failure or fire. 4. I was not provided with a proper remedy when recall notices were issued — in my case, the relevant parts were not replaced in a timely fashion (or at all), despite the recall campaigns being active, leading to the deterioration of the engine. --- ## Legal and Technical Basis ### Recalls Applicable to My Vehicle - NHTSA Recall **20V750** for the 2012 Kia Optima Hybrid: This is a recall related to engine defects, including risk of engine fire. The contact owned a 2015 Kia Optima. The contact stated that while at a complete stop at the red traffic light, another vehicle, driving off a highway ramp at an undisclosed speed, crashed into the rear-end of the vehicle. An unknown red warning light was flashing. The air bags did not deploy. The seat belts failed to restrain the contact as needed, causing the contact to hit her forehead against the steering wheel, which propelled the contact's head back to the headrest, and then the contact hit her forehead against the steering wheel for a second time. The contact was able to exit the vehicle but felt dizzy and off balance. A police officer filed a report and informed the contact that the vehicle was safe to drive. The contact was able to drive the vehicle to the nearby hospital, where the contact received medical assistance. The vehicle was later driven to the residence, where it remained parked. The contact sustained a concussion, bruises on the forehead, neck, and lower back back pain, a worsening of the contact's generative bone disease condition. The contact might undergo a back surgery. The vehicle was towed to an independent mechanic two months later. Both the mechanic and the insurance company confirmed that the vehicle was totaled. The manufacturer was notified of the failure and informed the contact that the vehicle operated as designed during the incident. The contact was referred to the owner's manual. The failure mileage was approximately 62,000.
