I am filing an official safety recall non-compliance and documentation fraud complaint against the franchise dealership, BMW of [XXX], regarding their handling of active safety campaigns B110724 (Electric Water Pump) and B120921 (DME Control Unit).Following a severe engine overheating failure related to the water pump recall, both BMW Roadside and the dealership denied my request for a safety tow, forcing me to pay out-of-pocket for a private flatbed. Upon arrival, the dealership held my vehicle for over a week, explicitly withholding the mandatory safety campaign remedies to leverage an aggressive $4,517.18 retail repair quote for secondary turbo coolant lines. My service advisor explicitly left a voicemail stating: "That is why we were waiting to see if you were going to have the work performed before finishing up that 2nd recall."Furthermore, the dealership committed administrative fraud regarding federal disclosure rules. On my final paperwork under Repair Order #XXX, the dealership checked Box #4 on the 'Vehicle Recall Status Disclosure' page, falsely certifying under penalty that the vehicle was 'Not Subject to an Open Safety Recall'—directly contradicting the active campaigns documented on the preceding page. They attempted to coerce my signature on this false document to strip my consumer rights and cover up a blatant safety campaign violation. Due to this hostile environment and fraud, I refused to sign the false disclosure and privately towed my vehicle away to an independent facility. I have full digital and physical PDF copies of the fraudulent paperwork. INFORMATION REDACTED PURSUANT TO THE FREEDOM OF INFORMATION ACT (FOIA), 5 U.S.C. 552(B)(6)

2015 BMW 528I Tacoma, WA Fire

ENGINE

the vehicle was driven for approximately 30 minutes, operating with zero dashboard warnings or performance indicators. The vehicle was then parked on my property and turned off completely. Approximately two hours and thirty minutes later, the vehicle spontaneously ignited while stationary and unoccupied. The local fire department responded and successfully extinguished the blaze. Both physical observations and my home security camera footage confirm that the point of origin was the front right passenger side of the engine compartment. This exact location houses the factory electric water pump and its electrical plug connector, directly matching the failure mechanism detailed in NHTSA Campaign 24V608000, wherein fluid intrusion causes a severe, persistent electrical short circuit capable of igniting a fire hours after the vehicle is parked. The car is completely totaled because of this.

2015 BMW 528I at 120,000 miles Tucson, AZ Fire

ENGINE AND ENGINE COOLING

The contact owns a 2015 BMW 528i. The contact stated that while his vehicle was parked, the coolant pump connector caught on fire, which was connected to a after market Coolant pump. The failure experienced was a localized electrical fire that originated at the coolant pump connector and aftermarket coolant pump while the vehicle was parked. The contact referenced NHTSA Campaign Number: 24V608000 (ENGINE AND ENGINE COOLING, ELECTRICAL SYSTEM) but was told by the dealer they could not repair the recall due to the vehicle having an aftermarket coolant pump. The contact stated he originally replaced the coolant pump with an aftermarket one due to a failure, as advised in the recall notice. The vehicle was occupied during the failure. There was grey smoke coming from the engine and inside the vehicle, with flames that were coming from the hood and under the engine. The fire originated specifically within the coolant pump assembly and its associated electrical connector, with the thermal damage concentrated in that area before spreading. The fire department was able to extinguish the fire. The vehicle was towed to the dealer. The vehicle was not repaired. The manufacturer was notified of the failure. The failure mileage was 120,000.

2016 BMW 528I West Hollywood, CA Fire

ENGINE

On January 29, 2020, while driving my 2016 BMW 5 Series under normal operating conditions, the engine compartment caught fire without warning. Smoke and flames originated from the engine bay while the vehicle was in motion. I was forced to pull over and exit the vehicle immediately. The fire spread rapidly, and the vehicle was declared a total loss. At the time, both my insurance carrier and BMW representatives inspected the vehicle, but no definitive cause was identified. In January 2026, I received notification that this same vehicle is subject to BMW Safety Recall Campaign No. 24V-608, which states that liquid from the positive crankcase ventilation system can drip onto the water pump electrical connector, potentially causing a short circuit and, in rare cases, an engine fire. This recall describes the same failure event that destroyed my vehicle, which occurred before any recall remedy was available.

2014 BMW 528I Newark, NJ

ENGINE AND ENGINE COOLING

See attached document for complaint. Greetings: I am writing pursuant to recalls No. 24V‑608, both remedy unavailable and remedy available, ten months later. During the intervening ten months, I experienced hardship, expense and loss of use of my vehicle. The attached documents represent my correspondence to BMW Customer relations. The docs were submitted on September 22, 2025 and October 14, 2025, by email. I have received no response, to date; not even acknowledgement of receipt. I hereby submit my belief that BMW has some responsibility for failure to cure the smoke condition they knew about for ten months. Please note the BMW service inspection of August 14, 2025 in which it was stated that my warning lights passed the inspection. Meanwhile, the warning lights on my dashboard look like a “xmas tree”. I am being ghosted by BMW and I have no power, unless you say I do. Please help in any way which is fair. Thank You.

ENGINE AND ENGINE COOLING

The contact owns a 2010 BMW 528I. The contact stated that the vehicle was repaired under NHTSA Campaign: 23V707000 (Engine and Engine Cooling); however, the repair failed to prevent a failure. The contact stated that while attempting to start the vehicle, there was an abnormally loud rattling sound coming from under the hood. The check engine warning light was illuminated. The contact stated that while driving at an undisclosed speed in Manual Mode, the vehicle independently shifted to neutral(N), the steering wheel became firm, and the transmission failed to shift out of neutral. In addition, the contact stated that while attempting to accelerate from a stop, the vehicle hesitated while accelerating with the accelerator pedal depressed. The contact stated that the vehicle was towed back to the same local dealer on various occasions; however, the failure reoccurred. The manufacturer was not made aware of the failure. The failure mileage was approximately 145,000.

2011 BMW 528I Shawnee, OK

ENGINE

I am filing a complaint regarding the recall work performed on my 2011 BMW 528i for the VANOS bolt safety recall. The recall notice stated the vehicle was unsafe to drive until repaired. I arranged towing to Jackie Cooper BMW in Edmond, Oklahoma because of this safety warning. The dealership performed the recall repair and released the vehicle back to me. Immediately after picking it up, the vehicle experienced a failure and became inoperable. The vehicle had to be towed again. This time, the dealership covered the towing cost and had the vehicle returned to my residence. Staff present at the time included a technician named Luke and the Service Drive Manager, Tayler Hawkins. Staff statements indicated that diagnostic charges would have applied if issues outside the recall were found, but no diagnostics were ultimately billed. There were also inconsistencies regarding the availability of the service manager. I am filing this complaint because the vehicle failed immediately after recall service and required towing. I am concerned that the recall work may not have been performed correctly or that the vehicle was released in a condition that was not suitable for operation. I am requesting that this incident be documented as part of the recall and safety record for this vehicle.

ENGINE

On the morning of November 2, 2025, around 10:30, I had drove up to the church, parked my car. What I thought was an overheated engine. I decided to go inside the church and deal with what I thought was an overheated engine. About 12-25 minutes later, while inside the church, I got new that a Black BMW was on fire. Someone had already called the fire department and police. The engine is totally destroyed, and beyond repair. It is more likely than not the faulty water pump is the causation of the fire. I had no previous maintenance issues with the car. I had not received any notification of a recall, nor was I aware prior to November 2, 2025.

2013 BMW 528I Hollywood, CA

ENGINE

On [XXX], Century West BMW in North Hollywood, CA performed recall 20E-A01 B120921 (DME reprogram/connector update) on my 2013 BMW 528i. Within 30 minutes of leaving the dealership, the car displayed a red “engine overheating – stop immediately” warning while I was in a crowded intersection with my child in the vehicle. This created an immediate danger to us and to surrounding traffic. Prior to the recall, the vehicle had no history of overheating. When I returned the next morning ([XXX]), the service advisor admitted they had no timestamp or documentation of the coolant bleed procedure. Instead of proving the recall was performed correctly, the dealership attempted to shift blame onto unrelated issues such as the thermostat or an oil leak, even sending me a video of the oil leak but providing no proof of proper recall completion or verification. This negligence placed me, my child, and the public at serious risk of injury and could have caused catastrophic engine damage. The fact that the vehicle overheated almost immediately after recall work indicates the recall was not properly completed or verified, and the car was returned to me in an unsafe condition. 2016 BMW 528I Port St. Lucie, FL

ENGINE

Multiple critical BMW engine components are manufactured from plastic, including the oil pan, coolant expansion tank, valve cover, and turbo inlet pipe. These parts are prone to premature failure from normal heat & stress, as confirmed by independent mechanics. Failures can cause sudden loss of oil or coolant, persistent oil leaks, overheating, loss of power, and roadside breakdowns. The use of plastic for an oil pan is concerning. Plastic cannot withstand impacts with common road hazards such as tire fragments, etc. Striking a retread at highway speed could easily crack the pan, dump all engine oil, and lead to catastrophic engine seizure, endangering people. In my case (2016 BMW 528i), several plastic components have already failed, including the oil pan, turbo inlet pipe, coolant expansion tank, valve cover, and multiple coil packs. While BMW considers coil pack replacement a normal maintenance item, there are widespread complaints of premature failures. Most of the heat-related plastic failures occur above 70,000 miles. Despite several related breakdowns, the previous owner and I avoided dangerous situations. These failures are widely documented by other owners online and by independent mechanics, who often recommend aftermarket aluminum replacements for improved safety and reliability. BMW is aware of these issues but continues to use plastic for critical components--they recently lost a class-action lawsuit related to internal plastic engine parts that caused catastrophic engine damage, showing prior knowledge of the risks. These failures also create environmental hazards, as leaking plastic oil pans & valve covers contaminate roads and driveways. Because repairs are $$$, many consumers delay fixing the problems, increasing both safety and environmental risks. This design prioritizes cost savings over durability and safety. These parts should be made of metal to withstand normal use and protect drivers, passengers, and the public from unnecessary hazards.
