What happened: Vehicle has experienced failure of the Footwell Control Module (FRM) and associated wiring harness in the driver footwell area, consistent with NHTSA Recall 23V-337. Symptoms: • Exterior lights (headlights / taillights) remain illuminated far longer than normal after vehicle shutoff, sometimes not turning off at all. • Inspection revealed melted wiring, melted connector plugs and receptacles for headlight/taillight circuits. • Water was found in driver side footwell in the past / under carpet padding. Carpet pad is saturated. This is the same failure mode described in Recall 23V-337: "Due to a number of contributing factors, over time, the FRM could become susceptible to corrosion. Eventually, the corrosion could potentially result in a short circuit, resulting in a potential thermal event which could increase the risk of a fire or injury." Safety risk: Melted wiring and connectors create short circuit and thermal event risk, including fire risk while vehicle is parked and unattended. Lights failing to shut off creates dead battery / loss of exterior lighting control. I am concerned about vehicle fire. My vehicle shows evidence of having caught fire at the headlight and receptacle point. Recall history: Vehicle is included in NHTSA Campaign 23V-337000 (MINI Recall 23V-337 - Footwell Module Moisture/Water Intrusion). I was told remedy is still being developed / parts unavailable, or that additional wiring harness damage beyond the FRM itself is not fully covered. Dealer has inspected the vehicle and has completely disregarded the recall, which was the reason why I brought it in and have quoted me customer pay estimates for repairs covered under the recall. I am filing this to document that Recall 23V-337 failure has resulted in melted wiring harness components beyond just the FRM module, and to request NHTSA evaluate whether the current recall remedy fully addresses wiring harness damage caused by prolonged FRM corrosion / lights staying on.

I am filing this complaint against Keeler MINI in Latham, NY, and MINI USA regarding their refusal to provide a working recall remedy or alternative transportation under federal NHTSA Safety Recall 23V-337 (Footwell Control Module Moisture Intrusion). My 2011 MINI Cooper suffered an active, total failure of the Footwell Control Module—the precise component identified in Recall 23V-337. The module short-circuited, creating a constant parasitic power drain that disables the battery and renders the vehicle completely un-drivable. I have been without a functioning car for over three weeks. Keeler MINI claims the recall repair will take four weeks due to parts delays, yet they explicitly refuse to provide a dealer loaner or authorize a rental vehicle while holding my disabled car. Representatives from MINI USA Corporate explicitly confirmed to us that under official Service Bulletin SI B61 05 23, this recall qualifies for Alternative Mobility Solutions (AMS) rental reimbursement, and a MINI Regional Director confirmed I should receive a loaner. However, Keeler MINI's service staff refuses to issue a vehicle, screening our calls, ignoring repeated messages, and refusing to let us speak with service management. I am an elderly consumer with significant medical needs. Being left completely stranded without transportation for nearly a month has forced me to miss multiple critical specialist medical appointments (including follow-ups for a TIA/stroke, ophthalmology, physical therapy, and nephrology). This unreasonable barrier to a safety recall remedy poses a severe risk to my health and safety. Addendum: Keeler said parts are available for repair-will still take 4 weeks. 2026 Mini Cooper at 6,255 miles La Jolla, CA

2009 Mini Cooper at 90,000 miles Daytona Beach, FL

The contact owns a 2009 Mini Cooper. The contact stated that while driving approximately 65 MPH at night, the exterior lights started flickering and started to become inoperable. The contact pulled over to the side of the road, turned off the vehicle, removed the battery terminals, and performed a master reset. After the master reset, there was an abnormal clicking sound inside the vehicle. The contact restarted the vehicle and drove to the residence. After arriving to the residence, the failure reoccurred. The vehicle was parked and turned. The vehicle was then taken to a certified mechanic to be diagnosed, and it was determined that the relays inside the junction box used to control several of the electronic features had become inoperable. The mechanic suggested that the vehicle not be driven. The vehicle was not repaired. The manufacturer was informed of the failure and confirmed that the vehicle was not under recall. 2015 Mini Cooper Vallejo, CA

On my 2015 MINI Cooper Hardtop 4 Door (VIN: [XXX]), the driver's side halogen headlight suddenly stopped working. When I attempted to replace the bulb, I discovered that the headlight connector/pig tail had melted on one side, one of the electrical wires had burned completely through, and there was a strong odor coming from the rear of the headlight assembly. This was not simply a burned-out bulb. The connector and wiring sustained heat damage that appears to have resulted from an electrical failure. Because of the melted connector, burned wiring, and strong burning small, I believe this created a potential fire hazard. It must be noted that there have not been any changes to the lighting or electrical system since purchasing my car and I am the first and only owner. I contacted my mini dealership and was informed that the connector is not available separately for my year, make, and model for my car and the only option is the purchase the entire headlight assembly. The cost for the assembly is $615 and while the exact charge for labor is not known at this time, from my experience, it will be between $200-$500. After researching his issue. I found reports from other MINI owners describing similar failures involved melted headlight connector and burned wiring on vehicles with halogen headlights. Based on these reports and my own experience, I am cornered this may represent a recurring safety-related defect rather than normal wear and tear. I am submitting this complaint so NHTSA can evaluate whether this issue warrants investigation. I have photographs documenting the melted connector, burned wiring, and resulting damage. 2015 and 2016 Hard top Mini Coopers, Standard (F55) are prone to their environmental air catalyst sensor breaking, causing a check engine light and emissions issues. The remedy is replacing the entire radiator. This occurred on my vehicle at only 40,000 miles. MINI is aware of the issue, but only issued an extended warranty for "S" (or 4-cylinder) models, despite the 3-cylinder base model containing the same radiator sensors with the same defects. These codes are preventing my car from passing the New York State safety and emissions inspection, rendering it legally unable to be used on the road. The dealer's subsequent re-repair utilized an un-staggered cluster of approximately 8 inline crimp connectors in a single tight bundle.This directly violates BMW Factory Repair Standard ISTA/AIR 61 13, which explicitly mandates: 'Arrange individual interfaces in an offset manner when repairing multiple cables. The wiring harness thus does not become too thick at the repaired point.' Either closing the moonroof or the wipers activating caused the screen to flicker off and back on. Sustained usage or frequent usage caused the screen to completely deactivate for 10+ minutes and the Driver's HUD to deactivate and retract. During this time, the car was operating on the highway in rain conditions with zero driver's instrumentation, including speed, navigation, fuel, battery, safety warnings, blinkers, or other indicators. It was unclear if blind spot indicators or driving assistance features were impacted, or if vehicle lights were impacted as no indicators were present in the vehicle. This incident lead to driver anxiety, reduced situational awareness, reduced confidence in the vehicle's safety and operational capability, and reduced safety to other vehicles around the car as it could have led to changes in driver behavior or lane changes due to surprise at vehicle behavior. The problem has been reproduced by the dealership's service station, however the dealership has changed ownership recently and has lost some records. The car has been in dealer service for the past 70 days but the fault is still not understood or remedied. The dealership was made aware of this roughly 60 days ago and is resisting even replacing the vehicle, let alone understanding and remedying the quality issue.

The dealer refused to perform the required FRM recall inspection and denied the recall without providing any of the federally required documentation. I was forced to pay out‑of‑pocket for the FRM module replacement even though my VIN is listed under the safety recall. MINI of Murray stated my FRM “failed,” but admitted they never opened the module, which is required to determine internal moisture intrusion. • The Service Manager stated they based their denial on “carpet and headliner moisture,” which is not part of the FRM recall inspection procedure. • I requested the FRM inspection report, photos, and the MINI Corporate denial code. I received none of these. • MINI Corporate Recall Team confirmed they had no documentation from the dealer and incorrectly stated that the module does not need to be opened. • Without a completed inspection uploaded to MINI Corporate, a denial code cannot be generated. • I was charged for the FRM replacement part, even though the recall should cover the repair if the module is affected. • The dealer only offered to waive a $149 programming fee. Safety Concern: The dealer failed to follow required recall procedures, failed to document the inspection, and denied federally mandated recall coverage without evidence. This violates recall protocol and leaves the safety defect unresolved. The module was replaced at my expense.

The vehicle is experiencing repeated failure of the Footwell module (FRM), a known defect acknowledged by MINI/BMW. During the two years I have owned the vehicle, the FRM has required four separate reflashes due to recurring malfunctions. The failure causes loss of proper power window operation, including the passenger window reversing or rolling down unexpectedly, and loss or malfunction of other body electrical functions controlled by the FRM. Headlamps will not turn off, resulting in a dead battery and electrical/intermittent dash light surges. The FRM failed again after a software reflash, which is a documented trigger for FRM internal memory corruption. MINI/BMW issued and Extended Limited Warranty for FRM failure, acknowledging this defect; however, I received the official notice after the warranty period had already expired, leaving no opportunity to repair the defect while covered. This failure affects safe operation of the vehicle, including the inability to properly secure windows and maintain normal electrical functionality. The issue is not due to wear or misuse, but an internal electronic defect recognized by the manufacturer. The repeated nature of the failure and reliance on reflashing demonstrate the defect was never fully resolved. I am reporting this issue to document the repeated failures, late manufacturer notification, and ongoing safety-related electrical system issues. I purchased the vehicle with 86,000 miles. It now has 100,000, well below the criteria for the LW. In the 14,000 miles and two years I have owned and driven it, it has required four FRM reflashings. Had I known about the Extended Limited Warranty, I would have had BMW repair it under said warranty. That wasn't possible because I received notice of the known failure after the ELW expired.

2011 Mini Cooper Greenville, NC

My Mini Cooper has been showing repeated warnings stating “Start-off assistance inactive. Caution: vehicle may roll back!” for some time. This issue appears to relate to an existing recall involving potential electrical and starter/rollaway defects. The vehicle also has a persistent front parking light malfunction and intermittent electrical issues with the windows, which stop mid-way and roll back down automatically when the car shifts gears or moves slightly. In addition, the battery repeatedly dies, even though it was replaced with a brand-new one a few months ago. This suggests an underlying electrical drain or short, which could increase the risk of electrical fire or vehicle failure while driving. These malfunctions create significant safety concerns, as the vehicle may roll backward when stopped on an incline and could pose a fire risk due to the known recall. The car has not been safe to drive. The closest Mini dealership (Flow Mini of Raleigh - about 2 hours away) confirmed that the recall is open but refused to provide or authorize a tow, even after I explained that the vehicle could not be safely driven to their location about 2 hours away. The problem has been ongoing for several years, worsening over time. Warning messages appear intermittently but frequently, especially during start-up or when stopped on slopes. Mini USA has not inspected or repaired the vehicle, and their representatives have stated they will not assist with transport to the dealership despite the known recall risk. I called MINI USA directly, and recorded the whole ordeal. I was forwarded to 5 different departments, and the last person stated that because my car is out of warranty that there’s nothing they can do to help me - that any tow I opt for would have to be out-of-pocket. I was in the middle of explaining to her that my car has these very specific warnings and issues associated with this recall that is solely the fault of Mini, and she hung up on me.

The rear brake lights and rear signal indicator lights keep going in and out arbitrarily. It's dangerous because it will work fine and then just randomly stop working and then work again. People can't tell if I'm stopping or turning when this randomly occurs. This is currently not a recall on my Mini, however, I saw that it is a recall on other Minis and it seems mine is having the same issue so it's possible they all have similar or the same faulty wiring/electrical for the brake lights and signal indicator lights.

The contact was informed that the insulation was made of soy, which attracted the rodents. The contact was informed that the electrical wires needed to be replaced. The vehicle was being repaired.
