NHTSA investigations into the 2019 Volvo S60
An investigation is the step before a recall: the agency has seen enough
complaints to look into a pattern itself. An open one means it thinks
something may be wrong and nothing has been fixed yet.

Pedestrian alert sounds
NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after Marc...
Recalls on the 2019 Volvo S60
A complaint is one owner's allegation. A recall is the point at which
the manufacturer or a regulator agreed the defect is real and dangerous
enough to fix for free — however old the car is.

AIR BAGS:FRONTAL
Volvo Car USA, LLC. (Volvo Car) is recalling certain 2019-2024 S60 vehicles. The passenger air bag may not be secured properly, which can cause the air bag to deploy improperly.
Risk: An air bag that does not deploy properly in a crash increases the risk of injury.
21V414000
ELECTRICAL SYSTEM:WIRING:FUSES AND CIRCUIT BREAKERS
Volvo Car USA, LLC (Volvo Car) is recalling certain 2019-2020 V90, XC60, S60, V60, V60CC, S90, V90CC, S90L, and XC90 vehicles. The low-pressure fuel pump can blow a fuse and fail.
Risk: Failure of the low-pressure fuel pump can cause a stall, increasing the risk of a crash.
Volvo Cars USA LLC (Volvo Cars) is recalling certain 2019-2020 S60, V60, V60 Cross Country, S90L, V90, V90 Cross Country, XC40, XC60, and XC90 vehicles. Due to a software/hardware incompatibility, the Automatic Emergency Brake (AEB) system may not detect obstacles and engage as intended.
Risk: If the automatic emergency braking system does not engage as intended, it can increase the risk of a crash.
19V327000
SUSPENSION:REAR
Volvo Car USA LLC (Volvo) is recalling certain 2019 S60 vehicles. The rear suspension toe link flange lock nuts may not have been properly tightened, possibly resulting in a sudden change in vehicle handling.

Canada — Transport Canada
Canada runs its own recall programme, and its campaigns do not
always mirror the American ones.
Recall 202362016 units in Canada
Airbag
Issue: On certain vehicles, the bolts that attach the front-passenger airbag may not have been properly tightened. As a result, the airbag may not inflate properly in a crash. Safety Risk: An airbag that does not work properly could create an increased risk of injury in a crash. Corrective Actions: Volvo will notify owners by mail and advise you to take your vehicle to a dealership to inspect and, if necessary, tighten the front-passenger airbag bolts.
Recall 202259531,117 units in Canada
Visual System
Issue: On certain vehicles, a software problem could cause the top-view camera to display instead of the rearview camera image when you are reversing. Canadian regulations require the rearview image to display when reversing. Note: This recall only affects vehicles equipped with a 360-degree park assist camera. Safety Risk: A rearview camera image that does not display could reduce a driver's ability to see behind the vehicle while backing up. This could increase the risk of a crash. Corrective Actions: Volvo will notify owners in writing and send a wireless over-the-air update to each vehicle. If the update cannot be completed successfully, or for vehicles without over-the-air (OTA) update capability, Volvo will instruct you to schedule an appointment to have the update performed by a dealer.
Recall 20213458,506 units in Canada
Electrical
Issue: On certain vehicles, the fuse for the low-pressure fuel pump may be too small. As a result, the fuse could blow and the engine could stall while driving. Safety Risk: A sudden loss of engine power could increase the risk of a crash. Corrective Action: Volvo will contact owners by mail and instruct you to take your vehicle to a dealer to replace the 15 A fuse for the low-pressure fuel pump with a 20 A fuse.
Recall 202029824,089 units in Canada
Seats And Restraints
Issue: On certain vehicles, the flexible steel cable that attaches the seat belt to the outside of the front seats may weaken over time. As a result, the seat belt could detach. Safety Risk: A seat belt that detaches in a crash could create an increased risk of injury. Corrective Action: Volvo will notify owners by mail and instruct you to take your vehicle to a dealer to replace the front-outboard seat belt anchors.
Recall 202009911,834 units in Canada
Brakes
Issue: On certain vehicles, the automatic emergency braking system (AEB) may not apply the brakes automatically when it detects a possible collision. In addition, the system may not warn of a potential crash with a non-moving vehicle or object. Note: The regular brake system and all other functions in the vehicle are not affected by this problem. Safety Risk: The AEB system may not provide driver warnings and apply the brakes automatically to help avoid a crash. Corrective Actions: Volvo will notify owners by mail and instruct you to take your vehicle to a dealer to update the vehicle software.
Recall 2019203909 units in Canada
Suspension
Issue: The locking nuts on the rear suspension toe links may not have been properly tightened during assembly. This could cause a toe link to detach, which would cause a sudden change in vehicle handling. It could also cause the Electronic Stability Control (ESC) system to turn off. Safety Risk: A sudden change in vehicle handling could increase the risk of a crash. Corrective Actions: Volvo will notify owners by mail and instruct them to take their vehicle to a dealer to inspect the rear suspension toe link flange lock nuts. If a nut is found loose, both the bolt and nut will be replaced.

I was driving down our main road and I saw and smelled smoke coming out of the air vents, then a warning light came on my dashboard for my 12V battery I pulled over right away and opened the trunk and saw fire on the left-hand side. I attempted to extinguish the fire myself using soda, I was pulling clothing (2 shirts and napkins) out of the car and burned my hand We towed the car to Volvo and they are claiming it’s not their fault We have only had the car for 4 months And my husband could have died or worse if my child was in the back seat!

WHILE DRIVING ON A SUNNY DAY I KEPT BEING BLINDED BY CHROME / MIRROR FINISH ELEMENTS SURROUNDING THE STEERING WHEEL. IT WASN'T HAPPENING ONLY FOR A MOMENT, MY EYES HURT AFTER DRIVING HOME FROM WORK. THAT IS VERY DISTRACTING AND AFFECTS DRIVER'S VISION! TO HIDE MY EYES FROM THE BLINDING LIGHT, I HAD TO MOVE THE STEERING WHEEL TO VERY UNCOMFORTABLE POSITION (WHAT STILL DIDN'T SOLVE THE PROBLEM) OR PRETTY MUCH COVER FLASHING SPOTS WITH MY HANDS. THAT CREATES A HAZARDOUS CONDITIONS EVERYTIME WHEN THE SUN IS OUT. I AM ATTACHING A PICTURE, BUT IT DOESN'T SHOW HOW HARSH ARE THESE LIGHTS ON HUMAN EYE. THAT NEEDS TO BE EXPERIENCED. MAYBE IT WOULDN'T BE THAT MUCH OF A PROBLEM IF IT WAS RARE BUT IT HAPPENS CONTINUOUSLY WHEN THE SUN IS HIGHER ON THE SKY (AROUND NOON HOURS).

The crimping on the A/C hose from the firewall to the compressor failed and leaked all the freon from the system. This is a design flaw, the mounting location causes excess vibration in the hose leading to the crimping failure. There are countless forum posts and other complaints filed by owners of the same vehicle for the exact same A/C hose. This should be a recall from Volvo. It is a major safety issue for customers like me who live in a humid environment, without A/C the windshield can fog over and hinder visibility. I contacted Volvo Customer Care for reimbursement and was denied as my car was not under warranty. My car only has 40,000 miles on it and this part shouldnt fail in this manner, especially at my low mileage. I have since purchased their extended warranty as this part will eventually fail again (from the design flaw in A/C system mounting location) and I don't want to pay the large repair costs again. The NHTSA should investigate this with all owners of this year/make/model and they will find Volvo needs to declare a recall and reimburse owners for the repair costs.

The DIM (Driver Instrument Module) flickers intermittently and I have no idea when it's going to go out completely. It actually does go out and there's a solid white panel or colored lines, but it comes back in. This displays the speedometer & fuel. This is a safety issue. I would hate for this to go completely out while I am driving. I do not know the cause for the malfunction. However, per the Volvo tech; they're aware this is a reoccurring issue.

Have there been complaints about the Pirelli tires with foam inlays falling apart because the foam comes unattached, then causing misalignment. Car becomes unsafe to drive as the tires start to disintegrate. My car started shaking so bad it became difficult to drive. Turned out foam inlay had become unattached which caused uneven wear and some tire disintegration along with the alignment getting out of whack. Since purchase of my vehicle, the vehicle has had a vibration on the highway from 72-83mph with 2 different sets of wheels AND tires, both Pirelli tires but different models. My local Volvo dealer refused to address the issue due to the issue occurring over the speed limit. So they were no help. There are quite a few other 2019 and up Volvo S60 and XC90 owners that experience this same issue. The issue is felt through the bottom of the seats, backrest and steering wheel. You can also visually see the vibration if there is a bottle in the cup holder. The steering wheel "shakes" left to right.

On December 24, I was about a quarter mile into my drive when the car shut off. The dashboard went blank and I had to coast to a stop. I was unable to restart or use any parts of my car except for the emergency blinker. Nothing alerted me on my dashboard prior to this incident. I could not use the SOS alert button in the car. I had a half tank of gas. I had to wait in the 9 degreeF cold for 2 hours before it could be towed to the service center. My speed was approximately 25MPH on a local road and I don't know what would have happened if this occurred at any higher speed with more traffic. Prior to this on 11/15/22, I had another incident with this car. I could not open the doors with the key FOB and then I could not start the car. A battery jump was attempted by the tow service and it did not work. The car was towed to Hudson Valley Volvo service center where they completed software control module downloading, electrical equipment trouble shooting etc., for 3 days and I was able to drive it again. Unfortunately, I do not feel safe driving this car.
