Seats And Restraints

Issue: On certain vehicles, the carpet could catch fire after a crash where a front seat belt pretensioner deploys. Safety Risk: A fire that occurs after a crash could create an increased risk of injury. Corrective Actions: General Motors will notify owners by mail and instruct you to take your vehicle to a dealership to install foil tape under the carpet near the front seatbelt pretensioners. On certain model year vehicles, the technician will also install seatbelt pretensioner covers.

Accessories

Issue: This recall is for certain driver's all-weather floor liners sold with new vehicles or as accessory parts sold at General Motors dealerships. On certain vehicles, the accelerator pedal could get stuck on the floor liner. If this happens, the vehicle may not slow down when you release the accelerator pedal. Note: If you continue to push the brake pedal, the brake-override system will allow you to stop the vehicle. Safety Risk: A stuck accelerator pedal could lead to unintended acceleration and increase the risk of a crash. Corrective Actions: General Motors will notify owners by mail and instruct you to take your vehicle to a dealer to replace the driver's all-weather floor liner. You should remove the all-weather floor liner until you receive the replacement part.

High Voltage

Issue: On certain vehicles, the high-voltage battery could overheat when it is charged to over 90% of its capacity. As a result, the battery could create smoke or heat, which can melt or damage the battery and nearby parts. Safety Risk: A battery that overheats can create a fire risk. Corrective Actions: General Motors will notify owners by mail and replace defective battery modules. Until replacement battery modules are available, General Motors recommends the following: 1. Enable "Hilltop Reserve" (for 2017-2018 models) or "Target Charge Level" (for 2019 models) using the vehicle's infotainment centre to limit the state of charge to 90%. If you are unable to make these changes, or do not feel comfortable making them, you should visit a dealer to have these adjustments completed. 2. Charge your vehicle more frequently and avoid depleting the battery below approximately 113 km (70 miles) of remaining range, where possible. 3. If one or both windshield wipers were to stall, this could limit the driver's visibility, increasing the risk of a crash causing injury and/or damage to property. While slowing to a stop, the vehicle suddenly experienced multiple (3–4) violent jerks. The vehicle fought against my firm brake pedal application, overpowered the brakes, and accelerated uncontrollably, resulting in a crash. During the impact: • The driver frontal airbag and pretensioners deployed. • The driver seatbelt unlatched mid-impact and then locked/retracted in a way that prevented it from latching again, even while I was sitting in the driver’s seat post-crash. I have only been provided with the limited Airbag Control Module (SDM) data, which shows the brake switch as “Off” and low accelerator pedal readings. This data does not match the events I experienced. I have formally requested full downloads from all other modules (Powertrain/PCM, ABS/EBCM, BCM, etc.) from both the insurance company (ESIS) and GM, but they have only provided the single SDM report. This appears to be a sudden unintended acceleration event combined with a brake override failure and seatbelt restraint system malfunction.

On August 17th, 2025, my wife was driving our 2017 Chevrolet Bolt EV at low speed, pulling into a parking spot. The vehicle suddenly accelerated forward with enough force to cause significant damage to a fixed barrier. She does not recall pressing the accelerator at that moment. The degree of acceleration was disproportionate for a brief accidental press. Immediately after impact, smoke or dust was visible rising through the center console area. No airbags deployed, but it appeared similar to smoke from pyrotechnic devices. My wife sustained seatbelt-related bruising across the chest and thighs. The vehicle remains drivable. I have included photos detailing damage to the car and the fixed barrier. We are aware of the GM accessory all-weather floor liner recall (21E-089), but are not certain if our vehicle’s liner was part of that campaign. The contact owns a 2017 Chevrolet Bolt EV. The contact stated that while his wife was driving at 35–40 MPH and crashed into a deer, the air bags deployed but failed to inflate. There were no warning lights illuminated. The emergency lights failed to turn off. The driver was able to drive from the crash. There were no reported injuries or fire. A police report was filed. The contact called the local dealer, but the vehicle was not diagnosed or repaired. The manufacturer was not contacted. The failure mileage was approximately 80,000. The VIN was not available.

STEERING

COMPONENT: Electric power steering (EPS) steering gear / rack and pinion assembly. WHAT HAPPENED: The steering gear binds internally. After a turn the wheel does not return to center and must be forced back to straight; steering feel is stiff and clunky. On at least one occasion the wheel felt stuck in place partway through a turn and I had to fight it to finish the maneuver. I nearly lost control of the vehicle. Exact date, location and speed of that incident: UNKNOWN. The condition is chronic and has worsened over time. I own two Bolt EVs (2017's); both have this defect and I am filing a separate complaint for each. Mileage on this vehicle: approx 96,000 but it's been bad since 80,000 (at the very least). SAFETY RISK: Binding steering requires manual correction after every turn, increasing risk of overcorrection, unintended lane departure and delayed emergency response. Worst at intersections, on/off ramps and parking lots. The driver cannot anticipate when the wheel will stick. WARNING LAMPS / PRIOR SYMPTOMS: [No warning lamps, messages or codes appeared] Earliest symptom: [stiff or notchy steering]. First noticed [right away when I bought the car used]. CONFIRMED BY DEALER OR SHOP: [not yet presented] INSPECTED BY MANUFACTURER, POLICE OR INSURANCE: No. AVAILABLE FOR INSPECTION: Yes — vehicle and original steering gear assembly. This failure is widely reported across Bolt EV and EUV model years. GM service information contains a diagnostic procedure for poor return of the steering wheel, indicating the manufacturer is aware of it. No safety recall has been issued, and dealer repair runs $2,500-$3,500 because the subframe must be lowered to reach the rack. I am experiencing a commonly reported issue with the steering rack binding and failing to self-center after a turn. Turning the steering wheel left and right has become increasingly more stiff over time. Unreliable steering, especially during turns could potentially lead to an accident/collision.

STEERING

Steering is binding, does not return to center when turning, it has play in the steering, and rattles and shakes when driving in the highway. Dealer said it needs a steering shaft replacement. The car has been doing this since it had less than 50k miles. There were no warning lamps or messages. Since this is steering, it is dangerous and puts others at risk. The steering binding is a safety issue, and if left along long enough it might fully bind up causing an accident, and also reduces my ability to sense road traction conditions and make fine adjustments; I feel a recall is warranted because of the serious nature of this problem.

Component or system that failed/malfunctioned: The Electric Power Steering (EPS) Gear / Steering Rack Assembly. The component has not yet been removed from the vehicle and is available for physical inspection upon request. How safety is put at risk: When navigating low-speed turns or accelerating from a stop where the steering wheel is rotated to approximately 45 degrees, the steering gear mechanically binds and catches. The wheel completely fails to self-center or return to a straight position on its own. The driver must apply sudden, manual physical force to yank the wheel back to center. This creates an immediate loss-of-control and lane-departure hazard during low-speed maneuvers. Because this is a progressive mechanical wear issue, there is a severe risk of a total steering lockup at higher highway speeds. Confirmation by dealer/independent center & manufacturer inspection: The vehicle has not yet been inspected by a dealer, independent service center, or the manufacturer due to the high out-of-pocket cost of the repair. The owner is operating the vehicle with extreme caution while awaiting a formal safety recall regarding this documented steering gear defect. Warning lamps, messages, or prior symptoms: No electronic dashboard warning lights or error messages have illuminated. The primary prior symptom was a subtle, rotational scraping/friction noise heard coming from the front driver-side wheel well when passing roadside walls or barriers, indicating ongoing mechanical friction within the steering assembly. The 45-degree steering binding first appeared several months ago and has progressively worsened.

I started losing Regen braking intermittently, when this happens the brakes themselves don't work well and there's no warning, you lift of the pedal expecting the car to stop and its rolling freely, to push brake and its not stopping like you expect, then it thuds and lunges forward a bit and stops. It was rarely happening, now the car can barely be driven. I have not got it into a shop yet. It throws DTC P182B, P182D, P1840, and U0401 every time. Clearing them, even while still moving brings it all back to normal, except an image of my previous drive will be frozen on infotainment that I have to hard reset to get it to work. Also backup camera does now work when these codes are active. I have found 1 person online that is having this exact issue. It's terrifying to approach a stop light and used to 1 pedal driving and I'm rolling freely instead. the first incident of it was 03/05/26 and has progressively worsened. My code scanner keeps records of when I clear the codes,

The steering gear (rack and pinion) assembly exhibits clunking when turning the steering wheel at low speeds, and does not return to center at higher speed (stays in turned position when let go). This is available for inspection upon request. Our safety is put at risk because the steering feels strange and does not behave as with other cars, requiring force to return the wheel to center in a turn at speed. This problem has been confirmed by a qualified service center and they attempted to fix it by replacing the intermediate steering column, but it did not resolve the issue. There were no warning messages.

Sometimes, when driving in a turn, either direction, and hands are released from the steering wheel, the vehicle does not return to center. Force is required to cause the steering to begin returning to center. Once it begins returning to center, seems to always continue to center. This is a dangerous departure from decades of common vehicle operation. An unsuspecting driver can drive into an obstacle or people.

I am reporting a safety issue involving the high-voltage battery system of my vehicle. Vehicle started to surge while driving (both small acceleration forward and large deceleration) without any change in brake or accelerator position. Eventually a "Propulsion Power Reduced" message was presented on the console followed immediately by no forward propulsion (accelerator completely unresponsive) and forced to coast to a stop on the side of the highway. Car refused to shift out of park or neutral following breakdown. Car taken to dealer to troubleshoot and was told that a P0A3F code was present and that the engine harness needed to be replaced in accordance with NHTSA bulletin 19-NA-220. This bulletin calls out that the harness was likely damaged during initial install at factory and the dealer representative confirmed that the pins were damaged as described. Car was given back to drive home after harness was checked (owner decided to explore options before scheduling repair), but broke down due to surging and complete loss of power within 2 miles of dealer. Troubleshooting to confirm harness damage is suspected to have worsen the condition and made un-commanded accel/deceleration followed by complete loss of power likely. Uncertain why this condition would be exempt from recall if OEM is aware of installation issues at factory. Driving with this condition was as bad or worse than other type model loss of power conditions that have been recalled. Recommend at least clarifying that cars confirmed to fall under this bulletin and associated inspection should not be deemed roadworthy until a repair is made.

My wife of [XXX] and grandson were driving our Chevrolet Bolt, crossing a busy 4 lane highway when suddenly and w/o any prior warning, the Bolt lost propulsion. Caught blocking 2 of those lanes, she was fortunate that men stopped their trucks and pushed her car up hill and into a church parking lot. She called me and I tried resetting everything to factory settings, and the Bolt seemed okay-for a short time. I hooked a diagnostic unit to the car and found an error code that indicated either the failure of the pre-charge resistor or the HV contactor-both in the battery pack. This was a pack replaced by the dealership back when Bolts were randomly catching fire and destroying themselves and nearby property. Now these packs are failing again and there are service bulletins addressing this fact and that it is common in 2017 and 2018 Bolts. GM however has not sent out warnings to its unfortunate customers warning them of this common failure and life- threatening problem. Luckily today I'm dealing with the Bolts warranty rather than two funerals. All of that took place on 11/22/25. In the hour following the first failure, this situation repeated itself 4 more times. The last time there was no restarting it, or the car would shake if put into drive or reverse. As it was Saturday we had to wait until today 11/24/25 to get it towed to the dealership for $140. This failure will require dropping the battery pack and running three tests, then replacement of the faulty components. This should be under warranty according to our and the dealerships records, but this issue need to hit the national news and all Bolt owners should be sent letters warning of sudden and unpredictable failures. This was life threatening for us and will be for many others. Imagine this happening at interstate speeds in heavy traffic. Lives will be lost.
