Ford Motor Company (Ford) is recalling certain model year 1998-2003 Windstar vehicles manufactured September 2, 1997, to July 3, 2003. The affected vehicles were previously remedied to safeguard against the rear axle cracking from corrosion, however, the remedy brackets may have been misinstalled. The incorrect bracket installations may limit the effectiveness of the service repair for NHTSA recalls 10V-385, 12V-193, and 12V-195.

Risk: If the brackets were not installed properly, the rear axle may fracture, affecting the vehicle handling and increasing the risk of a crash.

Issue: This recall is for aftermarket replacement rear window glass produced by Vitro Automotriz. Certain rear window glass may not have been properly tempered. If the window breaks, the glass may separate into large pieces instead of very small ones. Note: This is a voluntary recall that is not being conducted under the requirements of the Motor Vehicle Safety Act. Safety Risk: Glass that breaks in to large pieces could create a risk of injury. Corrective Actions: The company will notify consumers by mail and instruct them to inspect the designation code marked on the rear window glass. Products affected by this recall have the designation “DOT 287” along with the lettering “VMR” (Replacement Market) and a date code that is before July 2019. This information is printed on the bottom corner of the glass. Consumers should contact Vitro's customer service at 1-412-995-6457 or argbacklites@vitro.com to arrange for replacement of the glass.

Structure

On certain vehicles that had rear axle reinforcement brackets installed as part of safety recall 2010-284, the brackets may not have been installed properly, which could limit the effectiveness of the recall service repair in addressing the safety defect. Safety recall 2010-284 was conducted to address the risk that the combined effects of corrosion and stress can lead to a complete fracture of the axle. If the rear axle fractures, and the reinforcement brackets were not installed properly, vehicle handling may be adversely affected, increasing the risk of a crash. Correction: Dealers will inspect the rear axle reinforcement brackets that were installed as part of recall 2010-284. If one or both brackets are found improperly installed, the dealer will replace the rear axle.

Suspension

On certain vehicles, the subframe may not have been properly e-coated during the manufacturing process. As a result, the subframe of vehicles originally sold, or currently registered, in areas of heavy road salt usage during winter months (Ontario, Quebec, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland & Labrador), may rust over time, resulting in reduced durability of the front lower control arm rear attaching brackets and body mount attachments at the rear of the front subframe. A separation of a front lower control arm rear attaching bracket may result in a lower control arm separation. A separation of both front subframe rear body mounts may result in diminished vehicle directional control. Either condition could result in reduced steering control, which may lead to a crash causing property damage and/or personal injury. Correction: Dealers will inspect the front lower control arm rear attaching brackets and body mount attachments at the rear of the front subframe. If the front lower control arm rear attaching brackets are not cracked, perforated, or exhibiting significant metal loss, and if the front subframe at the rear body mount locations are not cracked with metal separation aft of the rear body mount, and if the front subframe is not cracked or perforated in the area between the rear body mount and the front lower control arm rear attaching bracket, the vehicle will be returned to its owner and the owner will be notified when to return for instal

Electrical

In certain vehicles, water and other contaminants (dirt, salt, etc.) can enter into the right rear passenger compartment due to a missing body sealer condition. This could cause a short circuit in the electrical connector at the rear wire harness. A short circuit can lead to malfunctions of the rear lighting system, reverse park-aid system, or trailer tow electrical system. A sustained short circuit can result in melted connectors, and potentially lead to a fire. Correction: dealers will inspect the electrical connector and surrounding area for absence of body sealing and corrosion. UPON RETURNING TO THE VEHICLE, IT WAS DISCOVERED THAT THERE WAS FIRE FROM INSIDE MY VAN THAT APPEARED. BY STANDARDS CONTACTED 911 AND FIRE DEPT AND POLICE HAD RESPONDED. I LIKE TO BRING TO YOUR ATTENTION A STILL ONGOING LIFE-THREATENING SAFETY ISSUE WITH THE FORD WINDSTAR 2000 REAR AXLE. AS YOU KNOW, THE WINDSTAR'S WERE RECALLED FOR THIS SAFETY ISSUE IN 2010. MY PARTICULAR CAR WAS REINFORCED WITH 2 BRACKETS UNDER SAFETY RECALL 10S13 AT THE MOST CRITICAL PART OF THE AXLE AND I THINK IN THE AREA WERE THE BRACKETS ARE INSTALLED THE AXLE WILL HOLD UP EVEN WITH A LOT OF CORROSION PRESENT. THE PROBLEM IS THE AXLE IS CRACKING JUST 1 INCH TO THE RIGHT BESIDE THE REINFORCED BRACKET IN MY CASE THE DRIVER'S SIDE OF THE CAR. THE ONLY REASON I FOUND OUT ABOUT THIS, A FEW WEEKS AGO I HAD MY CAR SERVICED AND I DID AN INSPECTION ON THE AXLE AND THAT'S WHEN I FOUND THAT BIG CRACK HALF WAY AROUND THE AXLE!!! THAT SAME DAY I WENT TO MY FORD DEALER (BILL BROWN) TO BRING IT TO THEIR ATTENTION, UNFORTUNATELY FOR THE SERVICE MANAGER THIS WAS NOT A RECALL MATTER ANYMORE AND HE HAD NO INTEREST OF INSPECTING THE AXLE WITHOUT CHARGING ME $ 125.00. NATURALLY I REFUSED TO PAY THAT AMOUNT.

SUSPENSION

I STARTED HEARING A SOUND FROM THE REAR OF THE VEHICLE WHILE DRIVING ESPECIALLY WHEN TURNING. I INSPECTED UNDER THE REAR OF THE VEHICLE AND FOUND A SIGNIFICANT CRACK IN THE REAR AXLE. I DISCOVERED THAT THERE IS A RECALL FOR THIS ISSUE WITH MY MAKE AND MODEL AND YEAR; HOWEVER, MY VIN IS NOT INCLUDED IN THE RECALL. I HAVE PARKED THE VEHICLE IN THE GARAGE AND AM AFRAID TO DRIVE IT.
