Ford Motor Company (Ford) is recalling certain model year 2003-2005 Ford Crown Victoria and Mercury Grand Marquis vehicles manufactured October 3, 2001, to August 2, 2005. The affected vehicles have a lighting control module (LCM) that may fail, resulting in a loss of headlights.

Risk: A loss of headlights can reduce driver visibility and increase the risk of a crash.

Ford Motor Company (Ford) is recalling certain model year 2005-2011 Ford Crown Victoria, 2005-2011 Mercury Grand Marquis vehicles manufactured March 23, 2004, to August 30, 2011, and 2005-2011 Lincoln Town Car vehicles manufactured March 8, 2004, to August 30, 2011, and on which the upper intermediate shaft was serviced during the course of safety recall 13V-385. The prior repairs may not have been correctly performed.

Risk: Improper servicing of the upper intermediate shaft could cause the shaft to separate, which can then result in a loss of steering control, and increasing the risk of a crash.

Ford is recalling certain model year 2005-2011 Ford Crown Victoria (including Crown Victoria Police Interceptors), Mercury Grand Marquis, and Lincoln Town Car vehicles. The affected vehicles are currently registered or were originally sold in Connecticut, Delaware, the District of Columbia, Illinois, Indiana, Iowa, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, and Wisconsin. Severe corrosion can seize the lower intermediate shaft which may cause the upper intermediate shaft to collapse and the steering column lower bearing to separate.

Risk: If the lower bearing separates, the vehicle may experience a loss of steering, increasing the risk of a crash.

Certain vehicles serviced as part of recall 2013-287 (13S08) or special service campaign 13R01 may require re-inspection and repair. The service procedure may have resulted in over-extension of one part of a collapsible joint in the intermediate steering shaft. This could potentially result in the shaft becoming disconnected, resulting a loss of steering, which could increase the risk of a crash causing injury and/or damage to property. Correction: Dealers will inspect the intermediate shaft connection and replace the intermediate shaft if necessary.

On certain vehicles originally sold or currently registered in areas of heavy road salt usage during winter months (Ontario, Quebec, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland & Labrador), the steering column lower intermediate shaft can become severely corroded. This could cause the swing link joint to become stiff or seized. As a result, the upper intermediate shaft could collapse, allowing the steering column lower bearing to separate, causing a loss of steering capability. A loss of steering control could result in a crash causing property damage and/or personal injury. Correction: Dealers will replace the steering lower intermediate shaft. The upper intermediate shaft and steering column lower bearing will be inspected and, if necessary, repaired or replaced. If the steering column lower bearing has separated, a retainer clip will be installed.

The wheels of certain Police Interceptor vehicles may crack, particularly when exposed to severe loading in high speed pursuit situations. Often cracked wheels can be identified as a result of slow air leaks, steering wheel nibble, or difficulty or inability to properly balance a wheel and tire assembly. In time, the cracks could propagate circumferentially and lead to sudden air loss, which could result in a loss of vehicle control and a crash. Correction: Dealers will replace the wheels.

On certain vehicles, the positive battery cable may come in contact with the #2 cross member attaching bolt. During normal vehicle operation, the insulation may chafe, which could result in an electrical short. If a short occurs, possible heat or fire damage to the cable and/or other components, either under-hood or near other possible ground points on the vehicle, may occur. Correction: Dealers will relocate the positive battery cable.

On certain Police Interceptors and Commercial Heavy Duty (Taxi) vehicles, the dash outer sound insulator could sag and possibly contact the surface of the light-off catalyst. If this occurs, the insulator might experience charring of the outer layer, burning odour, or smoke which may result in a fire. Correction: Dealers will remove a section of the dash outer sound insulator above the light-off catalysts and replace that portion with a redesigned insulating material that has an aluminium outer layer and a full adhesive backing.

EXTERIOR LIGHTING

The contact owns a 2005 Ford Crown Victoria. The contact stated that the headlights had become intermittently inoperable while driving at night. The contact personally replaced the fuses and undisclosed parts, per the information found online; however, the failure persisted. The odometer was inoperable. The dealer was contacted and informed that the vehicle had been previously repaired for the failure. The manufacturer was contacted, and a case was filed, but assistance was denied. The vehicle was not repaired. The failure mileage was unknown.

SEAT BELTS

In October 2022 a mechanic successfully replaced a dark gray-colored "seat belt retractor assembly and buckle" on the passenger side of my Ford Crown Victoria in response to an Air Bag dashboard light Lamp Fault Code of "3-4" and a Diagnostic Trouble Code of "B2292" ("Restraint System Seatbelt Pretensioner Error"). Such an error renders the entire supplemental restraint system inoperative and necessitates immediate repair service for safe vehicle operation. In September 2023 the Air Bag light displayed a "3-3" LFC with the "B2292" DTC indicating Restraint System Seatbelt Pretensioner Error on the driver's side. The mechanic and I contacted a Ford dealership for a replacement dark gray-colored seat belt retractor assembly and buckle and were advised that Ford had discontinued manufacture of the part in dark gray and other colors! Ford only offered a tan seat belt assembly. It seemed irresponsible that Ford would discontinue production of such a vital safety part for a vehicle that is used as a personal vehicle, as well as a fleet vehicle for law enforcement organizations, and for state and municipal governments. Without a replacement I could not even pass the state safety inspection to sell the vehicle. To continue to operate the vehicle safely I have no choice but to have a tan seat belt and its accompanying tan interior components installed in a vehicle with a dark gray interior. Please exert whatever influence you have to compel the Ford Motor Company to resume production of the dark gray and other colors of the seat belt retractor assembly and buckle. Thanks.

In October 2022 a mechanic successfully replaced a dark gray-colored "seat belt retractor assembly and buckle" on the passenger side of my Ford Crown Victoria in response to an Air Bag dashboard light Lamp Fault Code of "3-4" and a Diagnostic Trouble Code of "B2292" ("Restraint System Seatbelt Pretensioner Error"). Such an error renders the entire supplemental restraint system inoperative and necessitates immediate repair service for safe vehicle operation. In September 2023 the Air Bag light displayed a "3-3" LFC with the "B2292" DTC indicating Restraint System Seatbelt Pretensioner Error on the driver's side. The mechanic and I contacted a Ford dealership for a replacement dark gray-colored seat belt retractor assembly and buckle and were advised that Ford had discontinued manufacture of the part in dark gray and other colors! Ford only offered a tan seat belt assembly. It seemed irresponsible that Ford would discontinue production of such a vital safety part for a vehicle that is used as a personal vehicle, as well as a fleet vehicle for law enforcement organizations, and for state and municipal governments. Without a replacement I could not even pass the state safety inspection to sell the vehicle. To continue to operate the vehicle safely I have no choice but to have a tan seat belt and its accompanying tan interior components installed in a vehicle with a dark gray interior. Please exert whatever influence you have to compel the Ford Motor Company to resume production of the dark gray and other colors of the seat belt retractor assembly and buckle. Thanks.

Safety Recall 19S35b Processor Lighting cont was done on 3/22/2021on my working part. The original module was working fine. Now the new light module is faulty. Dealership took out part and tested it. Determined that is was faulty causing my lights to fail. Dealership and Ford has denied covering a replacement of the failed part. It would seem that the part should be still covered since it is a part that was part of a recall.
